 RESOLUTIONS


INVISIBLE BALLOTS; A TEMPTATION FOR ELECTRONIC VOTE FRAUD

Adopted by United Republicans of California in State Convention, April 8, 2006


WHEREAS, As Joseph Stalin once said, “The people who cast the votes don’t decide an election, the people who count the votes do;” and 
WHEREAS, Professor Carol Quigley, in his book “Tragedy and Hope,” said that there ought to be only two parties in an election, with both parties being controlled by the Council on Foreign Relations, yet appearing to be opposites so that every four years the people had the feeling of “throwing the rascals out;” and
WHEREAS, Representative government is meaningless if citizens’ votes are not counted accurately and the only way to verify accuracy in the event of a challenge is to access original paper ballots that have been verified by voters; and
WHEREAS, Electronic voting machines currently being installed in the United States do not include accurate and verifiable paper ballots and whistle-blowers from within companies that build them have testified that they were asked to create software to alter the outcome of elections; and
WHEREAS, The California Secretary of State has declared that electronic voting machines will be used in upcoming elections; and
WHEREAS, It is impossible for election officials and the general public to know if electronic voting machines are working correctly and the use of these machines has already resulted in known serious errors in the 2004 presidential race in Ohio and elsewhere.  Now, therefore, be it
RESOLVED, That United Republicans of California, realizing the inherent danger of “black box voting,” calls upon elected and appointed California officials to rescue the California elections from potential election fraud, and immediately terminate the use of electronic voting machines and return to verifiable paper ballots; and in the event of a challenge regarding vote-count accuracy, these paper ballots shall be the basis for a manual recount, not by machines, but by real people representing a cross section of political interests.

 

GEORGE W. BUSH IS NO CONSERVATIVE

 WHEREAS, President George W. Bush has passed himself off as a conservative and born-again Christian; however, these are disguises behind which he hides and deceives Americans; and

 WHEREAS, President Bush is not an economic conservative as he has broken all records in spending taxpayers’ money, running up public debt, supports outsourcing American jobs, and calling for amnesty for 20 million illegal aliens; and

 WHEREAS, Patriotism means loyalty to country and loyalty to country means allegiance to the U.S. constitution, the Bill of Rights, and the separation of powers and does not mean blind support for a president, an administration, or a political party; and

 WHEREAS, President Bush, who swore on the Bible that he would defend and uphold the U.S. Constitution, is not a political conservative as he has not defended our hemorrhaging borders and has taken an irreverent approach to the U.S. Constitution, demanded allegiance to his government and branded critics of his administration “unpatriotic” and even “treasonous,”and has made it clear that he will not let the Constitution get in the way of expanding the powers of his office; and

 WHEREAS, President Bush has: 

Over-ridden a number of protections in the Bill of Rights, especially the right to peacefully assemble; 
Ignored habeas corpus and claimed the unconstitutional power to arrest and detain people indefinitely without a warrant and without presenting charges to a judge; and 
Refused to obey statutory law, especially the Foreign Intelligence Surveillance Act (FISA), and claims that, as commander-in-chief, he has the right to ignore the law and spy on all Americans; and

WHEREAS, When presidents sign a bill passed by congress that they think might be interpreted in ways that could impinge on the powers of their office, they add a “signing statement” to protect traditional presidential powers; however, President Bush has used signing statements considerably more than all previous presidents combined - not to protect presidential powers but, in addition, to nullify acts of Congress and is using signing statements to turn the presidency into a dictatorship in which the executive branch is not accountable to laws passed by Congress; and

 WHEREAS, President Bush, who has yet to veto one piece of legislation, now wants Congress to give him a line-item veto which was denied to his predecessor, Bill Clinton; and

 WHEREAS, The George W. Bush administration is the first in our nation’s history in which there are few dissenting voices and no debate; and uniformity of opinion is more characteristic of a dictatorial government than a conservative one; and

 WHEREAS, Real conservatives believe in conserving the U.S. Constitution, government accountability, and God-given liberties, and avoid foreign entanglements; however, judging by its behavior and statements, the Bush administration stands completely outside the conservative tradition.  Now, therefore, be it

 RESOLVED, That United Republicans of California calls upon President George W. Bush to return to return to Constitutional government, protecting our borders, enforcing our immigration laws, and ceasing his drive for unconstitutional power and treasonous world government; and, be it

 FURTHER RESOLVED, That United Republicans of California calls on all Republican Congressmen and Senators to return to supporting traditional Republican Constitutional issues of limited government, private enterprise, freedom of religion, moral responsibility, and national sovereignty that the Republican Party may again be our champion to protect and save America’s cherished independence and freedom.


 

OPPOSE THE SECURITY AND PROSPERITY PARTNERSHIP OF NORTH AMERICA

Adopted by United Republicans of California in State Convention, April 8, 2006

 

 

WHEREAS, Sponsored by the Council on Foreign Relations in association with the Canadian Council of Chief Executives and the Consejo Mexicano de Asuntos Internacionales (Mexican Council of Foreign Relations), the heads of state of the United States, Canada, and Mexico met on March 23, 2005 and committed their governments to a five-year plan for the “establishment by 2010 of a North American economic and security community” with a common “outer security perimeter;” and the three adopted the “Security and Prosperity Partnership of North America” (SPP) and assigned non-elected “working groups” - supervised by a North American Advisory Council of "eminent persons from outside government ... along the lines of the Bilderberg" conferences - to fill in the details; and

 

WHEREAS, In addition to integrating the United States with the corruption, socialism, poverty and population of both Mexico and Canada, as well as wide-open U.S. borders between the U.S., Mexico and Canada, the SPP calls for: (1) creating a "North American preference" so that employers can recruit low-paid workers from anywhere in North America; (2) creating a permanent tribunal for North American dispute resolution; (3) allowing Mexican trucks "unlimited access" to the United States, including the hauling of local loads between U.S. cities; (4) adopting a "tested once" principle for pharmaceuticals, by which a product tested in Mexico will automatically be considered to have met U.S. standards; (5) implementing the Social Security Totalization Agreement negotiated between the United States and Mexico (U.S. Social Security for illegal aliens); the unconstitutional burden upon U.S. taxpayers will include: (a) a so-called "multilateral development" from the World Bank and the Inter-American Development Bank; (b) "long-term loans in pesos," and a North American Investment Fund to send U.S. private capital to Mexico; and (c) a major fund to finance 60,000 Mexican students to study in U.S. colleges; and

 

WHEREAS, Legislation already has been introduced into Congress (H.R. 2672 / S. 853 - North American Cooperative Security Act) which, if passed, would put this treasonous legislation into effect; and

 

WHEREAS, The misnomered Senate Bill, To Improve Border Security and Immigration (S. 1033), is another attempt to undermine the sovereignty of the United States by augmenting the H.R. 2672 / S. 853. Now, therefore, be it

 

RESOLVED, That United Republicans of California renounces the treasonous Security and Prosperity Partnership of North America (SPP) which would severely threaten the sovereignty of the United States and open our borders to danger from world-wide terrorists; and which, without election or congressional approval, would unite the United States with the corruption, socialism, poverty and population of both Mexico and Canada, and calls its members to actively oppose the Security and Prosperity Partnership of North America., the North American Cooperative Security Agreement Act (H.R. 2676 / S. 853), and / S. 1033 “To Improve Border Security and Immigration.  Now, therefore, be it

 

FURTHER RESOLVED, That United Republicans of California calls upon all Republican Congressmen and Senators to save our sovereignty and actively oppose the treasonous Security and Prosperity Partnership of North America., the North American Cooperative Security Agreement Act (H.R. 2676 / S. 853), and / S. 1033 “To Improve Border Security and Immigration.”


 

RETURN THE REPUBLICAN PARTY TO ITS ROOTS!

WHEREAS, In the past, Republicans were the standard bearers for one nation under God, limited government, lower taxes, personal responsibility, personal freedom, etc., leading the world in prosperity, jobs, and peace at home and abroad; and

 

WHEREAS, Over the past administrations, Republicans at the top have become the captives of the Council of Foreign Relations (CFR) which has used “divide and conquer” tactics to destroy the true Republican Party by bringing in “neo-conservatives” also known as “neo-cons;” and

 

WHEREAS, Within the Republican Party there still exists the largest number of registered constitutionalists anywhere but its strength, influence, and numbers would be much greater were those who have fled the party to third parties to return to the Republican Party to join the battle to take it back from the neo-cons and CFR.  Now, therefore, be it

 

RESOLVED, That United Republicans of California calls upon Republican constitutionalists or those who have left the Party and are now in ineffective third parties to return to the Republican Party and join the battle to return the Party and re-direct it back to true Constitutionalist principles and save our nation.

 

 

GET U.S. OUT OF THE NORTH AMERICAN FREE TRADE AGREEMENT!

WHEREAS, Since its promotion by then-Republican Speaker of the House, Newt Gingrich, and its launching in 1994 during a lame-duck session of Congress, the North American Free Trade Agreement (“NAFTA”) has not caused the United States or Americans to prosper as promoted; and

 

WHEREAS, According to the Department of Commerce, United States trade deficits with Canada and Mexico have significantly widened since the implementation of the North American Free Trade Agreement (“NAFTA”); and

 

WHEREAS, Since mid-2000, 3,000,000 American jobs have been lost and, according to the Department of Labor, 1,800,000 workers have applied for trade adjustment assistance as a result of jobs lost because of NAFTA; and

 

WHEREAS, Future unrestricted foreign trucking into the United States can pose a safety hazard due to inadequate maintenance and inspection, and can act collaterally as a conduit for the entry into the United States of illegal drugs and terrorist activities; and

 

WHEREAS, Under Article 2205 of NAFTA, the President of the United States can provide written notice of withdrawal of the U.S. from NAFTA; and

 

WHEREAS, Rep. Virgil H. Goode, Jr. (R-VA) has introduced House Congressional Resolution (H. Con. Res. 186), expressing the sense of Congress that the President should provide notice of withdrawal of the United States from the North American Free Trade Agreement (“NAFTA”).  Now, therefore, be it

 

RESOLVED, That United Republicans of California, who have opposed the North American Free Trade Agreement (“NAFTA”) since its inception, is still adamantly opposed to NAFTA and calls upon all Americans to urge the President of the United States to provide written notice of withdrawal of the United States from the North American Free Trade Agreement (“NAFTA”) in accordance with Article 2205 as per Rep. Virgil H. Goode, Jr.’s H. Con. Res. 186.


 

STOP FOREIGN OWNERSHIP OF AMERICA!

WHEREAS, George Washington, father of our country and first President, warned of foreign entanglements in his farewell address; and

 

WHEREAS, President Bill Clinton said that we had to be “interdependent” with foreign countries; and

 

WHEREAS, Foreign countries sell their TVs, cars, and oil to America and hold U.S. dollars in return; and

 

WHEREAS, These U.S. dollars are invested in stocks, bonds and other essential American assets, including real estate and factories; and

 

WHEREAS, Foreigners already own a fifty-one percent (51%) share of the federal government’s debt (bonds); and

 

WHEREAS, Nearly one in five U.S. oil refineries is presently owned by foreign companies and they have a sizeable presence in running power plants, chemical factories and water-treatment facilities, seaports, and airports - all vital to America’s infrastructure; and

 

WHEREAS, Rep. Duncan Hunter (R-CA) has introduced H.R. 4881, the National Defense Critical Infrastructure Protection Act of 2006 which would promote America’s national defense by establishing requirements for the ownership, management, and/or operation of critical infrastructure in the U.S. and return America to being independent.  Now, therefore, be it

 

RESOLVED, That United Republicans of California strongly supports Rep. Duncan Hunter’s (R-CA) H.R. 4881, the National Defense Critical Infrastructure Protection Act of 2006, and urges its vigorous support to protect America’s critical infrastructure from foreign ownership, management, and/or operation of essential American oil refineries, power plants, chemical factories, water-treatment facilities, seaports and airports, all essential to America’s independence.


 

BRING OUR TROOPS HOME AND SECURE OUR BORDERS!

WHEREAS, The British press has published memos which reveal that President Bush and Prime Minister Tony Blair of England conspired to create a phony crisis in Iraq so that it could be invaded; and

 

WHEREAS, President Bush’s unconstitutionally-declared and never-ending phony “war on terrorism” has sent American troops and National Guardsmen around the world, killing and maiming America’s young manhood; and

 

WHEREAS, This unconstitutionally-declared war has contributed to our national debt, enriched the military- industrial complex with no-bid contracts (i.e., Halliburton), undermined military morale and preparedness, antagonized our enemies, exposed us to an even greater threat from those who resent our destructive occupation and exposed us to the threat of terror at home; and

 

WHEREAS, Illegal-alien supporters, emboldened by America’s lax enforcement of immigration laws, recently have held massive demonstrations around the country, protesting enforcement of America’s duly-enacted immigration laws and threatening to kill “gringo Americans;” and

 

WHEREAS, If illegal alien supporters do cause major riots in American cities, local police, sheriffs, and SWAT units will be overwhelmed and unable to handle the crises; and

 

WHEREAS, As our National Guardsmen are overseas, Governors in their own states will be unable to quell the violence against innocent Americans and their property; and

 

WHEREAS, The time is now to bring home American troops to defend our homeland from the illegal alien invasion and its terrorism, murder, rape, robbery, and its financial strain.  Now, therefore, be it

 

RESOLVED, That United Republicans of California urges the Bush administration to withdraw our forces, both U.S. military and National Guards, as rapidly as possible from Iraq, declaring that our goal of removing Saddam Hussein from Iraqi government has been accomplished and that it is time now for the people of Iraq to govern themselves.

 

 

SUPPORT THE ENGLISH LANGUAGE UNITY ACT

WHEREAS, The English language has made Americans out of legal immigrants and helped them assimilate into American culture; and

 

WHEREAS, English is vital to the well being, safety, security, and unity of our country, that all citizens can speak and understand each other through the use of a common language; and

 

WHEREAS, The use of English is being measurably eroded through the growing acceptance of non-English languages in official capacities, e.g., driver’s license testing, voter ballots, and citizenship ceremonies, that are now being offered in various foreign languages; and

 

WHEREAS, Rep. King (IA-R) has introduced H.R. 997, the English Language Unity Act, which would make English the official language of the United States.  Now, therefore, be it

 

RESOLVED, That United Republicans of California, recognizing that English is vital to the assimilation of legal immigrants as well as the well being, safety and security of our country, strongly supports the English Language Unity Act and calls upon its member to support Rep. King (R-IA) English Language Unity Act, H.R. 997.


 

ENFORCE IMMIGRATION LAWS

Adopted by United Republicans of California in State Convention, April 8, 2006

 

WHEREAS, A primary duty of the Federal Government under Article 4, Section 4 of the U.S. Constitution is to protect the homeland and ensure the safety of United States citizens and lawful residents; and

 

WHEREAS, As a result of the terrorist attacks on September 11, 2001, perpetrated by al Qaida terrorists on United States soil, the United States is engaged in a Global War on Terrorism; and

 

WHEREAS, According to the National Commission on Terrorist Attacks Upon the United States, up to 15 of the 9/11 hijackers could have been intercepted or deported through more diligent enforcement of immigration laws; and

 

WHEREAS, Four years after those attacks, there is still a failure to secure the hemorrhaging borders of the United States against illegal entry; and

 

WHEREAS, The failure to enforce immigration laws in the interior of the United States means that illegal aliens face little or no risk of apprehension or removal once they are in the country; and

 

WHEREAS, If illegal aliens can enter and remain in the United States with impunity, so, too, can terrorists enter and remain while they plan, rehearse, and then carry out their attacks; and

 

WHEREAS, The failure to control and prevent illegal immigration into the United States increases the likelihood that terrorists will succeed in launching catastrophic or harmful attacks on United States soil; and

 

WHEREAS, There are numerous immigration laws that are currently not being enforced and law enforcement officers are often discouraged from enforcing immigration law by superiors, as is the case of Special Order 40 of the Los Angeles Police Department; and

 

WHEREAS, Rep. Duncan Hunter (R-CA) has introduced H.R. 4437, ENFORCE IMMIGRATION LAWS, which would make it a felony to be in the United States and mandate enforcement of all immigration laws, as enacted by Congress, and build a fence between the U.S. and Mexico (in accordance with the Treaty of Guadalupe Hidalgo), to discourage the illegal immigration/invasion by Mexico.  Now, therefore, be it

 

RESOLVED, That United Republicans of California calls upon the President, the Attorney General, Secretary of State, Secretary of Homeland Security, and other Department Secretaries to immediately use every tool available to them to enforce the immigration laws of the United States, as enacted by Congress, to protect innocent Americans from being murdered, robbed and raped by illegal alien criminals who flagrantly flaunt and disregard our laws.  Now, be

 

FURTHER RESOLVED, That United Republicans of California calls upon: (1) all Republican Congressmen to co-sponsor and support Rep. Duncan Hunter’s (R-CA) ENFORCE IMMIGRATION LAWS, H.R. 4437; and (2) its members to strongly support H.R. 4437 to protect America from the illegal alien invasion.  Now, be it

 

FURTHER RESOLVED, That United Republicans of California calls upon: (1) all U.S. Senators to reject any proposed legislation that would give illegal immigrants any type of “amnesty” or legal status; and (2) its members to actively oppose any amnesty or legal status for illegal immigrants.


 

RESCIND 501(c)(3) TAX-EXEMPT STATUS FROM THE ROMAN CATHOLIC CHURCH FOR DEFYING AMERICA’S IMMIGRATION LAWS

WHEREAS, Tax exemption under Federal Internal Revenue Service (IRS) law, as well as State and Local law, is not an automatic right but a privilege; and

 

WHEREAS, The Roman Catholic Church is an IRS tax-exempt 501(c)(3) corporation and is, as all other tax-exempt organizations - religious or otherwise - accountable to Federal, State, and Local laws; and

 

WHEREAS, In 1987, the Los Angeles Archdiocese of the Roman Catholic Church, under the direction of Cardinal Roger Mahoney, in violation of Federal Law, proclaimed Los Angeles a “sanctuary” for illegal immigrants from El Salvador - possibly giving rise to the violent criminal gangs known as Mara Salvatrucha or MS-13; and

 

WHEREAS, When then-Los Angeles County Assessor, John J. Lynch, Esq., a Catholic, threatened to take away the Catholic Church’s tax-exempt status for local property taxes for defying Federal Immigration Law by giving aid and comfort to illegal aliens, which incensed Cardinal Mahoney, as well as the Los Angeles Times; and

 

WHEREAS, Now, again, Cardinal Mahoney is brazenly calling upon loyal, law-abiding American Catholics who support the rule of law to defy Federal Immigration Law and give aid and comfort to illegal aliens, while slyly dodging responsibility for the current Church pedophile scandal, and, blatantly involving himself and the Catholic Church in politics by sending petitions to parishioners telling them to protest Federal Immigration Laws, especially H.R. 4437 (which passed the House of Representative in December, 2005), and which calls for enforcement of Federal Immigration laws and making it a felony to be in the U.S. illegally; and

 

WHEREAS, Any organization that receives and enjoys tax-exempt status from the Federal, State, or Local government and yet flaunts Federal Law, as well as involving itself in politics, should have its tax-exempt status revoked.  Now, therefore, be it

 

RESOLVED, That United Republicans of California recognizes the millions of loyal, law-abiding patriotic Americans who are Roman Catholic and their contributions to the American way of life and are appalled that the Roman Catholic Church, which they love, would ask them to defy Federal Immigration Law. Now, be it

 

FURTHER RESOLVED, That United Republicans of California is appalled that Cardinal Roger Mahoney would call upon his parishioners to deliberately defy Federal Immigration Law and give aid and comfort to millions of illegal aliens through Mexico and other countries - which could give rise to more violent criminal gangs - as well as involving the Church in politics, calls upon the Internal Revenue Service (IRS) to revoke the privileges of 501(c)(3) tax-exempt status of the Catholic church.
